We are working hard to keep things easy for you! 

And to accomplish that – we are conforming to the guidelines set by the Help America Vote Act of 2002 and the upcoming changes to Statewide Voter Registration System (SVRS).


TOWNHALL UPDATES:

The State's Voter Registration System (SVRS) is not in place.  TownHall will work hard to make your job easier.  Please use the recent election as an opportunity to get your records up-to-date and become familiar with your particular needs for the state system.  Our software will continue to help you do that until the transition, if there is one.

We suggest you continue to keep up with the TownHall updates for your current system and we’ll help you transition to the SVRS!

SVRS and TOWNHALL SOFTWARE – THE FUTURE

SVRS may eventually replace any current system in place.  It appears that all municipalities will be required to register all voters – and all changes, additions, reports and poll lists will be generated through the SVRS.  All municipalities will be required to work within that system.

However, SVRS has not been funded – and in fact the State of Wisconsin cannot come up with even the matching funds in the ’03 fiscal year and there are no provisions to come up with the additional funds in ’04.  These matching funds are necessary in order to receive any federal relief for costs.

We will continue to conform to any changes to the voter registration process right up until the SVRS system goes online.  This way – we know that the information you provide the state will be complete and usable for you right up until this event, should it happen.

 WHY DOES TOWNHALL WANT TO HELP?

We go back to our mission of our company – we are here to help the Clerks do their jobs.  This software accomplishes that – as do our other software packages.  Yes – the implementation of the SVRS could eventually mean that we need to discontinue the Voter Registration package – however, we don’t want to leave you in limbo during this time.  Not only that – we WANT you to be able to say that TownHall helped you during this process!  And if these SVRS events don’t occur on the state’s timeline – we want you to be able to maintain your election processes, as you need to with our program!

UPDATE & TRANSITION INFORMATION

FIRST UPDATE: The first update you will see will be to conform your current TownHall system to include the changes to the new Voter Registration Application for Wisconsin Residents.  We’ll have this in place for you at the beginning of the year -- before the first election for 2004 (February 17th).

ID UPDATE THIS UPDATE WILL ALLOW YOU TO ENTER VOTERS WITHOUT REQUIRED I.D.  Simply check the box that indicates "Require picture ID for first vote" at the bottom of the entry screen.  When your poll list is printed, the letters "ID" will appear to the left of the voter's name thus reminding the poll workers to check the individual's ID.

You will also be able to print labels for these voters which will allow you to send letters/postcards reminding them to present a ID at the polls.  

When the individual votes for the first time, and those votes are entered into the program (in the form of "Mark Voters from Election" and those votes are posted to voters files) the box will automatically uncheck!

FURTHER UPDATES:  We will continue to keep informed with the Wisconsin State Elections Board to update the information you need to gather in the registration process – and we will work hard to capture that information in our system and give you the ability to perform the necessary reports and poll lists you require to run your municipality.

EXPORT TO NEW SYSTEM:  TownHall will provide each customer with the necessary files to export your information into the new system, if or when it comes available.
